This iconic gateway project is the first new building of a 40-acre, multi-phase redevelopment in Greenville, SC. The 4-story, 250,000-sq.-ft. facility consists of 2 interconnected buildings that house most of Greenville County’s public-facing departments, including the assessor's office, public works, and four court rooms for the county's magistrate and probate courts. The County Council Chamber Hall and associated meeting rooms are also located in the new building. To welcome both government employees and county visitors, the first floor also features space that will soon house restaurants, coffee shops, and cafes.
Project
Window
Designed by Foster & Partners and Nelson, the project was dubbed “Project Window” during the planning and design phase due to the exterior composition of almost entirely curtainwall. The intentional abundance of natural light conveys a sense of transparency in government, demonstrating that the county is open for business and creating a draw for public visitors and a healthy workplace for the 500+ county employees that will work in the facility.
Overcoming Challenges
Maintaining Schedule and Budget
Awarded just as the COVID-19 pandemic began, our team utilized an aggressive procurement strategy to commit trade packages quickly and limit material and labor escalation as the market rates skyrocketed. DPR maintained our commitment to engage historically underutilized businesses and awarded 22.5% of the cost of work to MWVBE firms.
Although our procurement strategy was aggressive, the project still faced serious and unprecedented delays in materials. For instance, roofing was delayed for approximately 6 months requiring the team to pivot quickly and install a temporary roof to keep construction going. Through creative strategies and our team’s leadership, the project was able to stay both on schedule and on budget.
